Abstract: Low-carbon hydrogen is a key enabler of industrial decarbonization. Its production—based on electricity from renewable sources or natural gas with carbon capture—often occurs in resource-rich regions, while consumption is concentrated in various industrial hubs, creating spatially distributed value chains. This presentation examines the evolving hydrogen economies in resource-rich countries such as Saudi Arabia, Oman and the UAE, analysing their national and transnational innovation system dynamics over time using socio-technical theories. Drawing on extensive semi-structured interviews and a novel text dataset for comparative case analysis, the presentation will highlight the different policy approaches, system outcomes, and their impacts and implications for developing national hydrogen industries.
