Belfast Urban Regeneration Study: Evaluation of Urban Policy Measures

This project, which was undertaken for the Department of the Environment (N.I.), set out to evaluate three urban policy measures (Urban Development Grant, Comprehensive Development Schemes and Environmental Improvement Schemes) by means of a company survey involving over 215 face-to-face company interviews as well as telephone interviews and postal questionnaires. The methodology, which made use of the control group (or non-policy recipient group), successfully disentangled the impacts of the three policy measures on private sector performance in Belfast and, for each, was able to provide a cost-benefit account as well as illustrating more qualitative impacts. On this basis, it was possible to make recommendations to improve the efficiency and effectiveness of the policies concerned.
